Programmes for Womens Development

Streeshakthi Head of account:

Streeshakthi Scheme was launched during the year 2000.So, far.3872 Rural Streeshakthi groups have been formed in the District. The aim of the Scheme is to empower Women economically and social by organizing them in self-help groups. Streeshakthi groups have been provided 6% interest subsidy for the bank loan availed by them. Up to rs.25000/- to Rs.100000/- incentives are given for the excess. And additional revolving fund has been given to the groups.So far,upto end the march-2018 60443 Women members have been organized in the streeshakthi groups and these groups have saved Rs.2818.31 crores since inception.

Santhwana :

The Schemes is implemented to provide counselling legal assistance, temporary shelter and financial relief to the victims of rape, sexual harassment, Domestic violence, and dowry harassment. The Scheme aims at providing training to these Women to be self-reliant in order to empower them. At present 5 santhwana Centres are functioning 24*7 throughout the state.

Protection of Women from Domestic Violence Act 2005 And Rules 2006:-

Protection of Women from Domestic Violence Act 2005 and Rules 2006 is being implemented to provide financial relief. Protection, residence order, custody of children, temporary shelter, medical and legal aid through the court. Whenever violence occurs on women within the household

Gelathi Special treatment unit for women (2014-15) Head of account:

The Schemes was announced in the budget speech for the year 2014-15. Gelathi special Treatment Units for women and Children have been set up to provide facilities of counselling medical aid, police assistance under a one roof, to women who are victims of various atrocities. In this units medical officers, legal counsellors, police officers, Family counsellors and Social case workers function in this units for providing essential services to victims, As per 2017-18 budget speech announcements,”gelathi” Special Treatment Units are established in all 4 taluks.

Stairya Nidhi Yojane:

As announced in the 2015-16 budget speech Rs.500.00 lakhs corpus fund at to be established at District level to provide financial relief to women who have been victims of various atrocities. Under this Schemes Rs.25000/- is provided as immediate relief, and a maximum of Rs.2.00 lakhs will be provided as relief fund for each case. Rs.1.00 lakh will be provided as death relief in case of death of the Women victim due to various atrocities and acid attack.

Karnataka marriage Act, 1976 (state act):

The Act was brought into force in Karnataka 1.04.2004 and the State Rules have been notified on 18.04.2006. The Inspector General of Registration and commissioner of Stamps are notified as the Chief Marriage Registration Officer. The Sub-Registrars of the Stamps and Registration Department And village Accountant of the Revenue Departments have been notified as marriage Registration Officers in their respective jurisdiction. To comply the Supreme Court judgment, to register all marriages compulsorily, amendments and additions to the existing Act and rules have to be framed.

Dowry Prohibition act (2007-08):

The Dowry system is a social evil in the society and those receiving or giving doe=wry are punishable under the Act which is force since 1961 with amendments during 1984 and 86. The State Rules were notified on 31-03-2004. The Director of Women and Child Development is appointed as the Chief Dowry Prohibition Officer vide Notification dated 17-6-2004. The District level committees under the Chairmanship of Deputy Commissioners are reviewing the implantation of the act and steps are being taken to eradicate the dowry system.

Special Cell for Eradication of Social Evils (1983-84):

A Special cell has been created in the Directorate of Women and Child Development to create awareness regarding the practice of various social evils such as dowry, Child marriage, Domestic violence, atrocities on Women etc. In the society.

One Stop Centre:

Ministry of women and Child Development has intended to establish one stop Centre (Sakhi) to support Women affected by violence. These centres will provide counselling. Medical assistance. Legal and Police assistance under one roof.

Swadhar gruha:

During 2015-16 Central Government has merged Swadhar centres and short stay homes and revised the Schemes has swadhar gruha. The main objective of this schemes is to empower Women who are in difficult circumstances by providing them food, shelter, clothing, training and education. It is implemented through Voluntary Organizations, Which are registered at least 3 years before and have worked in the field of women welfare having good infrastructure. The government of India grant is sanctioned to run shelter Homes. Women’s help-line, counselling centres. Training Centres and Medical Centres. At present 48 Swadhar, homes are functioning in the State.

Ujjwala:

The Ministry of women and Child Development has formulated Ujjawala-new Comprehensive Scheme for Prevention of Trafficking and Rescue, Rehabilitating and Re-integration of victims of trafficking and Commercial Sexual Exploitation.

Objectives of the Scheme

    1. To prevent trafficking of women and children for commercial sexual exploitation through social mobilisation and involvement of local communities, awareness generation programmes generate public discourse through workshop/seminars and such events and any innovative activity
    2. To facilitate rescue of victims from the place of their exploitation and place them in safe custody
    3. To provide rehabilitation services both immediate and long – term to the victims by providing basic amenities/such as shelter, food, clothing, medical treatment including counselling legal aid guidance and vocational training.
    4. To facilitate reintegration of the victims into the family and society at large.
    5. To facilitate repatriation of cross – brader victims to their country of origin.

Target Group:

    • Women and child who are vulnerable to trafficking to commercial sexual exploitation
    • Women and child who are victims of trafficking for commercial sexual exploitation.

Hoysala and Keladi chennamma bravery awards:

Awards are conferred on exceptionally talented children and at district level. Boys are identified under Hoysala award and girls are identified under Keladi chennamma award. 2 Children each in the field of scholastic, art, culture, innovation, music, social service and sports are being felicitated. Children are identified by a committee headed by the deputy commissioner of the district. The award carries a cash price of Rs.10,000/- and a citation

The prohibition of child marriage act:

Marriage between a boy below 21 years of age and girl below 18 years of age is considered as child marriage. Male adult marrying a child, person who performs, conducts, directs or abets any child marriage, parents or guardians or any person in charge of child are punishable for child marriage. Offence punishable under this Act shall be cognizable and non-bail able
